Position Overview
As the Director of Capture & Proposal Development, you'll own the art and science of turning opportunities into wins by blending big-picture capture strategy with hands on-proposal development. This role is about more than checking compliance boxes: it's about creating compelling narratives that showcase out unique value, demonstrate credibility, outmaneuver the competition, and win business that matters.
 

This is the perfect position for someone who has a solid track record of developing and communicating win themes and successful proposal submissions - but is ready to step out from under the oversight of others and rise to the challenge of leading the process from beginning to end. We are looking for a passionate, competitive do-er, with a bias towards action, who wants to win.

Key Responsibilities
Proposal Development & Writing
  • Drive the entire proposal lifecycle from kickoff through polished submission. 
  • Craft clear, powerful, and persuasive narratives that cut through the noise and speak directly to the customer’s mission. 
  • Shape win themes, value propositions, and differentiators into a compelling story. 
  • Orchestrate reviews, feedback loops, and continuous improvement that take proposals from “good” to “can’t lose.” 
  • Set the bar for excellence in writing, compliance, and design, while mentoring others to raise their game. 

Capture Leadership
  • Partner with salespeople and BD to turn early opportunities into winnable pursuits. 
  • Translate customer insights, competitor intelligence, and market research into actionable capture strategies, anecdotes and storylines. 
  • Build relationships, shape requirements, and position us long before the RFP drops. 
  • Collaborate across teams to align solution messaging with what evaluators care about. 
  • Ensure every proposal progresses through required phases with momentum and clarity. 

Federal Contract Vehicles
  • Lead our efforts to secure positions on major procurement vehicles critical to growth. 
  • Track, assess, and pursue new and recompete vehicles where you think best.  
  • Serve as our subject matter expert on navigating federal procurement pathways. 

Team Leadership & Process Excellence
  • Develop and implement repeatable, efficient processes for capture and proposal operations. 
  • Suggest and implement tools, templates, and technology solutions that improve proposal efficiency and quality. 
  • Foster a culture of collaboration, accountability, and creativity within the capture/proposal team. 
  • Represent the function in executive discussions, helping to align opportunity pursuit with organizational goals. 

Required Qualifications
  • Bachelor’s degree in the Liberal Arts, Business or a related field (Master’s preferred) 
  • Some proven experience winning complex, service-based proposals, preferably within federal contracting. 
  • Deep knowledge of federal acquisition processes and proposal development. 
  • Demonstrated success selling or positioning professional services, with a strong grasp of value articulation and customer outcomes. 
  • Excellent business acumen — ability to connect technical capabilities and service delivery to business results. 
  • Exceptional writing, editing, and communication skills — turning complex ideas into compelling, customer-focused language. 
  • Experience leading cross-functional teams through high-stakes, deadline-driven pursuits. 
  • Ability to thrive in a fast-paced environment while maintaining quality and strategic focus. 

Bonus Points
  • Experience selling or supporting ServiceNow services — a strong plus.
  • APMP or Shipley certification in proposal/capture management.
  • Experience leading proposal operations or centers of excellence.
  • Familiarity with major federal contract vehicles (e.g., GSA, SEWP, OASIS, CIO-SP).
  • A track record of securing multi-million-dollar services contracts through strategic proposal leadership.
